The Ministry which was created the same year the state was created in May, 1967, is a Technical service provider Ministry with five (5) departments namely:
- Finance and Accounts
- Civil Engineering
- Mechanical Engineering
- Planning, Research and Statistics
The goal of the Ministry is to deliver sustainable roads and other infrastructure that will drive economic growth which will attract investment to the state to boost tourism and make Rivers State the destination and investment haven for all in the world.
Administration Department carries out the day to day administrative work of the Ministry, ensuring that officers carry out their functions in conformity with the Civil Service rules in the same vein seeing to the welfare of officers. The Department also enforces discipline and effects promotion of junior officers.
Finance and Accounts Department handles all the financial transactions of the Ministry as captured in the budget of each financial year of the Rivers State government and ensures that funds accruable to the Ministry are properly appropriated as contained in each sub—heads in accordance with the financial regulations guiding disbursement of funds.
Civil Engineering Department is the main Technical Department of the Ministry. The Department supervises the construction of all roads, drains and bridges in the state to ensure that it meets worlds approved standards. It also assists other MDAs to execute other Civil Engineering projects.
Mechanical/ Electrical Engineering Department works hand in hand with the Civil Engineering Department to Supervise Mechanical/ Electrical components of the Ministry’s road infrastructure.
Planning Research & Statistics keeps all data in the Ministry and prepares the Ministry’s budget.
As the name of the Ministry implies, it is mainly concerned with road development in the state and ensures that all communities are accessible by quality roads all year round.
