Sir. Hon. Barr. Chinyere Igwe – Honorable Commissioner of Urban Development and Physical Planning

Born 18th September, 1965 in Rumukpalukwuozu, Nkpolu-Orabali (Ngbundukwu Community) Rebisi – Port Harcourt, Rivers State. Attended State School 1 (Amaigbo), Rebisi – Port Harcourt for his primary education, Government Secondary School, Emohua and Akpor Grammer School, Ozuoba – Port Harcourt for his Secondary education and capped his educational odyssey with B.Sc in Management, UNIPORT MBA in Strategic Management in RSUST, Port Harcourt and LL.B, University of Calaber.

He wrapped it up with B.L at the Nigerian Law School. He is called to the Bar, a member of Nigerian Bar Association (NBA) and International Bar Association (IBA). A Politician of repute, he was first elected as Councilor of Ward 14, Port Harcourt City Council variously appointed member, Rivers State Project Monitoring Committee in 2000; Chairman/Mayor Port Harcourt City Local Government.

Elected in 2007 to represent Port Harcourt Federal Constituency 2 in the House of Representatives. Presently he is the Honourable Commissioner Ministry of Urban Development and Physical planning His sterling performance in politics led him to the international shores severally as a representative of different national and state groups

Proposed Projects


Developing the blue print on Physical Planning and Development Control policies for the State.
Regulating the relevant laws of Development Control and Physical Planning.
The preparation and review of Physical Development Plans/Master Plans.
The enlightenment procedure for all stakeholders and enforcement of Physical Planning and Development Control laws and Regulations.
Carrying out Urban Renewal policies and programmes.
Resolution of Development conflicts on urban land.
Development Planning and control professionalism.

Our Achievements

Carried out design of a proposed low density residential layout by Golf Estate at Trans-Amadi Industrial Layout Area.

The total area of the site is 290,880.18m2 while a borrow pit of about 82,023.56m2 was carved out.  An average plot size of 1000m2 was used and 150 plots were obtained

  • The merging of the One-Stop-Shop at the state secretariat and the Moscow Road Field Offices has closed up the gap of information flow.  This has resulted to an increase in the activities of the Ministry and an increase in the revenue generation.
  • There is reduction in the activities of quacks as more awareness has been created in the New Vision.
  • There is improved revenue earning to the Rivers State Internal Revenue.
  • Within the period under review, 257 plans were approved.
  • Establishment of ICT Unit for digitalization of building plan approval process to reduce time lag, eliminate fraudulent activities and enhance service delivery.
  • Demolition and recovery of public right of way at No. 2 Old Aba Road, Rumuokwurusi, Port Harcourt.
  • Recovery of Public Right of way from illegal transporters and street traders at:

1. Bishop Okoye Street, Mile 3 Diobu, Port Harcourt

2. Owhondah Street Mile 3 Diobu, Port Harcourt

3. Sangana Street/Uyo Street, Mile 1 Diobu, Port Harcourt, etc.

4. Opposite BMSH Gates along Harley Street, Old GRA.

5. Behind Nitel, Aba Express Way

6. Illegal chicken market at Obagi Street, GRA Phase 1

  • Closure of illegal Market Development at NTA Road, Ozuoba.
  • Setting up of Monitoring Units to ensure compliance to urban regulation.
  • Removal of illegal slaughter and timber market behind Agip Gate and Eagle Island Layout.
  • A public enlightenment campaign with the theme “Operation Garden City Restoration 2016” in Port Harcourt under the Urban Renewal programme was successfully carried out in the Port Harcourt City and environs. Flyers designed by the Ministry were distributed to the public at special flash points and the people keyed into the New Rivers Vision. Please see copies of flyers attached.

i.  Inter Party Advisory Council (IPAC)

ii. Commercial Banks.

iii. Christian Association of Nigeria (CAN), Pentecostal Fellowship of Nigeria (PFN) and other Religious leaders.

iv. Outdoor Advertising Agencies of Nigeria (OAAN)

  • Control of illegal developments/structures in the rural areas.
  • Reconstruction of Ahoada Zonal Office
